However, a threat walks out with them.

The most powerful court in the nation has ordered them never to speak in the name of Jesus again. If they disobey, they can expect punishment. So what will the church do now?

Luke answers by recording a prayer for boldness. In fact, he gives us the longest prayer in the Book of Acts.

He includes it because his readers needed a model. Many of them lived under similar threats. Consequently, they wanted to know how believers should respond when the authorities turned hostile.

Several options lay open to the early church. For instance, the believers could have gone quiet. Alternatively, they could have organized resistance or asked God to strike down their enemies. They could also have prayed for an easier path.

Instead, they did none of these things. They gathered, they looked to God, and they asked for courage to keep speaking. Therefore, this prayer for boldness shows every generation what to ask for when faithfulness becomes costly.

Acts 4:23-31 NASB
When they had been released, they went to their own companions and reported everything that the chief priests and the elders had said to them. And when they heard this, they raised their voices to God with one mind and said, “Lord, it is You who made the heaven and the earth and the sea, and everything that is in them, who by the Holy Spirit, through the mouth of our father David Your servant, said, ‘Why were the nations insolent, And the peoples plotting in vain? ‘The kings of the earth took their stand, And the rulers were gathered together Against the Lord and against His Christ.’ For truly in this city there were gathered together against Your holy Servant Jesus, whom You anointed, both Herod and Pontius Pilate, along with the Gentiles and the peoples of Israel, to do whatever Your hand and purpose predestined to occur. And now, Lord, look at their threats, and grant it to Your bond-servants to speak Your word with all confidence, while You extend Your hand to heal, and signs and wonders take place through the name of Your holy Servant Jesus.” And when they had prayed, the place where they had gathered together was shaken, and they were all filled with the Holy Spirit and began to speak the word of God with boldness.

Key Focus of the Passage and Jesus’ Character

The focus is united prayer under pressure, the sovereignty of God over rulers and events, the request for courage in place of safety, and the fresh filling of the Holy Spirit.

The believers pray to the Father. Nevertheless, Jesus stands at the center of what they say. Accordingly, the passage reveals Him as:

the Lord’s Anointed, against whom the nations rage in vain,

the holy Servant whose death fulfilled God’s plan,

the One in whose name God heals and works wonders,

the Master whose servants ask only to keep serving,

and the Giver of the Spirit who makes His people bold.

The People in the Interaction

Peter and John

The gathered believers, their “own companions”

The chief priests and elders, whose threats they report

David, whose psalm they pray

Herod and Pontius Pilate, whom they name

What Happened in the Scene

After their release, Peter and John go to their fellow believers and report everything the chief priests and elders said.

When the believers hear it, they raise their voices to God together. First, they address Him as the Sovereign Lord who made heaven, earth, and sea. Next, they quote Psalm 2, where David asks why the nations rage and the rulers gather against the Lord and His Anointed.

Then they apply the psalm. In that very city, Herod and Pontius Pilate joined with Gentiles and with the people of Israel against Jesus. Yet those enemies only did what God’s hand and purpose had decided beforehand.

After that, the believers make their request:

“And now, Lord, look at their threats…”

They ask God to enable His servants to speak His word with all confidence. In addition, they ask Him to stretch out His hand to heal and to work signs and wonders through the name of Jesus.

When they finish, the place where they have gathered shakes. The Holy Spirit fills them all, and they begin to speak the word of God with boldness.

They Went to Their Own People

The first thing Peter and John do after their release is go to their fellow believers.

Luke calls them “their own companions.” The phrase suggests belonging. The apostles do not go home alone to recover in private. Instead, they return to the family of faith.

Then they tell the truth. They report everything the chief priests and elders said. They do not minimize the danger, nor do they exaggerate it. As a result, the whole church knows exactly what it faces.

This gives us a simple pattern for hard days. When pressure comes, we should move toward God’s people, not away from them. Moreover, we should speak honestly about what is happening. Fellowship cannot carry a burden it never hears about.

They Lifted Their Voices With One Mind

Notice how the believers respond to the report.

They do not hold a debate about strategy. Nor do they draft a protest, plan an escape, or complain about the injustice. Instead, Luke says they lifted their voices to God with one mind.

Prayer is their first reaction, not their last resort.

In addition, they pray together. We have seen the phrase “with one mind” several times already. The believers prayed that way in the upper room, and they worshiped that way after Pentecost. Now the same unity holds under threat.

Pressure often divides a group. Some want to fight, while others want to retreat, and soon the members turn on one another. However, shared prayer keeps a church together. When believers look in the same direction, they stand shoulder to shoulder.

“Lord, You Made the Heaven and the Earth”

The prayer begins in an instructive place. Before the believers mention their problem, they speak about God.

They address Him with a title meaning “Sovereign Master.” Then they confess that He made the heaven, the earth, the sea, and everything in them.

Why start there? Because the size of a threat depends on what we compare it to. An hour earlier, the council looked overwhelming. It had prisons, guards, and the power of the state. Yet when the believers set it beside the Maker of the universe, it shrank to its true size.

We usually pray the other way around. We rush to describe our trouble in detail, and God receives a brief mention at the end. Consequently, we often rise from prayer as anxious as when we knelt.

The early church shows a better way. First, remember who God is. Then look at the problem in His light.

Praying the Scriptures

Next, the believers turn to Scripture. They quote the opening lines of Psalm 2.

In that psalm, David asks why the nations rage and the peoples plot in vain. Kings and rulers gather against the Lord and against His Anointed. Nevertheless, their rebellion comes to nothing.

Notice two things about how they use the psalm.

First, they affirm its source. God spoke by the Holy Spirit through the mouth of David. Therefore, they treat the words of Scripture as the words of God.

Second, they let the psalm interpret their situation. The council’s hostility did not catch God off guard. He described it a thousand years earlier. Furthermore, the psalm told them how the story ends. The rulers plot in vain.

This is one of the great benefits of knowing the Bible. It gives us words when we do not know how to pray. It also shows us that our trials fit a pattern God has already addressed.

Herod, Pilate, and the Hand of God

Then the believers apply the psalm to the greatest example they know.

In that very city, the rulers gathered against God’s holy Servant Jesus. Herod and Pontius Pilate took part. So did the Gentiles and the people of Israel. In other words, every kind of earthly power united against Christ.

Yet the believers add a remarkable statement. Those enemies did whatever God’s hand and purpose had determined beforehand.

We heard this truth in Peter’s sermon at Pentecost, and here the whole church confesses it. The Cross was the worst crime in history. At the same time, it was the center of God’s plan. Human rulers meant it for evil, but God meant it for the salvation of the world.

The believers reason from that fact to their own trouble. If God ruled over the crucifixion of His Son, then He certainly rules over the threats of the council. Accordingly, nothing can happen to the church outside His hand.

This conviction does not make suffering painless. However, it does make it meaningful. The same God who turned the Cross into victory can be trusted with whatever His people face.

“Look at Their Threats”

Only now do the believers mention their own situation, and they do it in a single line. They ask the Lord to look at the threats.

Consider what they leave out. They do not ask God to remove the threats. They do not ask Him to punish the council or to change the government. Likewise, they do not ask Him to protect them from harm.

Instead, they simply place the matter before Him.

There is great wisdom in this. They do not pretend the danger is unreal. However, they refuse to carry it themselves. They hand it to the One who made heaven and earth, and then they move on to their request.

A Prayer for Boldness, Not Safety

So what do they ask for? They ask God to enable His servants to:

“…speak Your word with all confidence…”

That request reveals their hearts. The council commanded silence, and the believers ask for the courage to disobey that command. Their chief concern is not their own survival. Rather, it is the message’s progress.

Notice also what the request admits. Peter and John had just spoken fearlessly before the court. Nevertheless, they do not assume that yesterday’s courage will last. They ask for boldness again, because they know it comes from God.

In addition, they ask God to act. They pray that He will stretch out His hand to heal and work signs and wonders through the name of Jesus. They will do the speaking, and He will confirm the word.

Finally, notice what they call themselves. They are His bond-servants. A servant does not set the terms of his service. He simply asks for what he needs to do his master’s will.

The Place Was Shaken

God answers at once.

When the believers finish praying, the place where they have gathered shakes. The Holy Spirit fills them all. Then they begin to speak the word of God with boldness.

Compare the answer with the request. They asked for confidence to speak, and they received exactly that. God did not remove the council or cancel the threats. Instead, He gave His people what they needed to stand firm in the middle of them.

Notice also that these believers had already received the Spirit. Many of them had been present at Pentecost. Even so, He filled them again. Therefore, being filled with the Spirit is not a single past event to remember. It is a repeated gift for each new challenge.

The shaking carried a message as well. The council could shake its fist at the church. However, God could shake the ground. The believers knew who held the greater power.

The Wisdom of Jesus in the Formation of the Church

In this series, we keep asking what each passage reveals about the wisdom of Jesus in forming His church. This prayer for boldness shows how He trains His people to face pressure.

He gives His people one another. As a result, no believer has to absorb a threat alone.

He makes prayer their reflex. The church speaks to God before it speaks about its enemies.

He anchors them in the sovereignty of God. Because the Cross happened by God’s plan, nothing else can fall outside it.

He fills their mouths with Scripture. Consequently, they pray with confidence and not confusion.

He redirects their desires. They ask for faithfulness, not comfort.

He answers with His Spirit. He does not always change the circumstances. However, He always supplies the strength.

The Lesson for Us in 2026

1. Go to God’s People When Pressure Comes

Isolation magnifies fear. Therefore, bring your trouble to the church.

2. Pray First

Before we plan, argue, or worry, we should lift our voices to God.

3. Begin With Who God Is

Threats shrink when we set them beside the Maker of heaven and earth.

4. Let Scripture Shape Your Prayers

The Psalms give us words. In addition, they remind us how the story ends.

5. Ask for Courage More Than Comfort

Safety is not wrong to desire. Nevertheless, the early church wanted faithfulness more.

6. Seek a Fresh Filling of the Spirit

Yesterday’s strength will not carry today’s test. So we ask again.

Final Reflection

Imagine you were sitting in the room when Peter and John returned.

You have followed Jesus for only a few weeks. You have left your old life, shared your possessions, and joined a movement that fills you with joy. Now two of your leaders walk in and report that the rulers have forbidden any further mention of His name.

What would you want to pray?

The Prayer We Would Have Prayed

Most of us know the honest answer.

We would ask God to make the problem go away. We would pray for protection, for a change of heart in the authorities, or for a safe place to worship quietly. None of those requests would be sinful. After all, Scripture invites us to bring every need to God.

However, the early church prayed differently, and that difference instructs us.

The believers asked for boldness. They wanted to keep doing the very thing that had put them in danger. In other words, they cared more about their mission than about their safety.

This exposes what we treasure. Our prayers reveal our priorities. If we ask only for relief, comfort may have become our chief goal. If we ask for courage, the honor of Christ has taken first place.

Therefore, the next time trouble comes, we can add a line to our prayers. Along with “Lord, deliver me,” we can say, “Lord, make me faithful.”

The God They Prayed To

Notice also where their confidence came from.

They did not feel brave because the danger was small. The same council had crucified Jesus only weeks earlier. Rather, they felt brave because they had seen what God did with that crucifixion.

The rulers gathered against His Anointed. They did their worst. And through that very act, God saved the world and raised His Son from the dead.

So the believers drew the obvious conclusion. If God ruled over the darkest day in history, He rules over today as well.

Perhaps you face a situation that seems out of control. People with power over you may be acting unjustly. If so, remember the Cross. The hand that governed that hour governs yours. Moreover, He specializes in bringing life out of what others intend for harm.

What God Gave Them

Finally, consider the answer.

The room shook, the Spirit filled them, and they spoke the word of God with boldness. They received precisely what they asked for.

However, notice what did not change. The council still sat in Jerusalem. The threats still stood.
