Now it moves from warnings to force.

In this passage, the rulers arrest all the apostles, put them on trial, and have them flogged. In response, Peter gives one of the most important statements in the Book of Acts. He tells the court that he and his companions must obey God rather than men.

Luke records the episode in detail because his readers lived with the same tension. They belonged to cities and to an empire. They respected rulers, paid taxes, and prayed for those in authority. Nevertheless, a day sometimes came when a ruler demanded what a Christian could not give.

Consequently, believers needed to know several things.

For example, where does the duty to obey human authority end?

In addition, how should a Christian behave while refusing an unjust command?

And finally, what should believers feel when faithfulness brings pain?

This passage answers each question. It shows that God’s people must obey God rather than men. Moreover, it shows that they can do so with respect, with courage, and even with joy.

Acts 5:12-42 NASB
At the hands of the apostles many signs and wonders were taking place among the people; and they were all together in Solomon’s portico. But none of the rest dared to associate with them; however, the people held them in high esteem. And increasingly believers in the Lord, large numbers of men and women, were being added to their number, to such an extent that they even carried the sick out into the streets and laid them on cots and pallets, so that when Peter came by at least his shadow might fall on any of them. The people from the cities in the vicinity of Jerusalem were coming together as well, bringing people who were sick or tormented with unclean spirits, and they were all being healed. But the high priest stood up, along with all his associates (that is the sect of the Sadducees), and they were filled with jealousy. They laid hands on the apostles and put them in a public prison. But during the night an angel of the Lord opened the gates of the prison, and leading them out, he said, “Go, stand and speak to the people in the temple area the whole message of this Life.” Upon hearing this, they entered into the temple area about daybreak and began to teach. ow when the high priest and his associates came, they called the Council together, that is, all the Senate of the sons of Israel, and sent orders to the prison for them to be brought. But the officers who came did not find them in the prison; and they returned and reported, saying, “We found the prison locked quite securely and the guards standing at the doors; but when we opened them, we found no one inside.” Now when the captain of the temple guard and the chief priests heard these words, they were greatly perplexed about them as to what would come of this. But someone came and reported to them, “The men whom you put in prison are standing in the temple area and teaching the people!” Then the captain went along with the officers and proceeded to bring them back without violence (for they were afraid of the people, that they might be stoned). When they had brought them, they had them stand before the Council. The high priest interrogated them, saying, “We gave you strict orders not to continue teaching in this name, and yet, you have filled Jerusalem with your teaching and intend to bring this Man’s blood upon us.” But Peter and the apostles answered, “We must obey God rather than men. The God of our fathers raised up Jesus, whom you put to death by hanging Him on a cross. He is the One whom God exalted to His right hand as a Prince and a Savior, to grant repentance to Israel, and forgiveness of sins. And we are witnesses of these things; and so is the Holy Spirit, whom God has given to those who obey Him.” But when they heard this, they became infuriated and nearly decided to execute them. But a Pharisee named Gamaliel, a teacher of the Law, respected by all the people, stood up in the Council and gave orders to put the men outside for a short time. And he said to them, “Men of Israel, be careful as to what you are about to do with these men. For, some time ago Theudas appeared, claiming to be somebody, and a group of about four hundred men joined him. But he was killed, and all who followed him were dispersed and came to nothing. After this man, Judas of Galilee appeared in the days of the census and drew away some people after him; he also perished, and all those who followed him were scattered. And so in the present case, I say to you, stay away from these men and leave them alone, for if the source of this plan or movement is men, it will be overthrown; but if the source is God, you will not be able to overthrow them; or else you may even be found fighting against God.” They followed his advice; and after calling the apostles in, they flogged them and ordered them not to speak in the name of Jesus, and then released them. So they went on their way from the presence of the Council, rejoicing that they had been considered worthy to suffer shame for His name. And every day, in the temple and from house to house, they did not stop teaching and preaching the good news of Jesus as the Christ.

Key Focus of the Passage and Jesus’ Character

The focus is the continuing power of the Gospel, the limits of human authority, the cost of faithful witness, and the joy of suffering for the name of Jesus.

The rulers refuse even to speak His name. However, the apostles proclaim Him more fully than ever. Therefore, the passage reveals Jesus as:

the Healer whose power still flows through His servants,

the Lord whom prisons cannot contain,

the Prince and Savior whom God exalted to His right hand,

the Giver of repentance and forgiveness,

and the Master for whom His people count it an honor to suffer.

The People in the Interaction

Peter and the apostles

The high priest and the Sadducees

Gamaliel, a Pharisee and teacher of the Law

An angel of the Lord

The captain of the temple guard and his officers

The crowds of Jerusalem and the surrounding towns

What Happened in the Scene

The apostles perform many signs among the people, and the believers gather in Solomon’s portico. As a result, multitudes of men and women believe. People even carry the sick into the streets, and crowds come from nearby towns.

Jealousy fills the high priest and the Sadducees, so they jail the apostles. During the night, however, an angel opens the prison and tells them to go and speak in the temple.

At daybreak, the council convenes and sends for the prisoners. The officers find the jail locked and guarded but empty. Then someone reports that the men are teaching in the temple. So the captain brings them in, without force, because he fears the people.

The high priest reminds them of the earlier order. Peter and the apostles answer:

“We must obey God rather than men.”

They add that God raised Jesus and exalted Him as Prince and Savior. The council becomes furious and wants to kill them.

At that point, Gamaliel intervenes. He advises the council to leave the men alone. If their work comes from men, it will fail. If it comes from God, no one can stop it.

The council agrees. Nevertheless, it has the apostles flogged and again forbids them to speak in the name of Jesus. The apostles leave rejoicing, and they keep on teaching every day.

Signs, Awe, and Growth

Luke begins with a summary of the church after the death of Ananias and Sapphira.

We might expect that such a frightening event would empty the congregation. Instead, the opposite happens. The apostles perform many signs and wonders, and the believers meet openly in Solomon’s portico.

Luke then makes two statements that seem to conflict. On the one hand, none of the rest dared to join them. On the other hand, more and more believers were added to the Lord.

Both were true. The church’s holiness discouraged casual attachment. People who wanted only a loose association kept their distance. However, those who truly believed came in great numbers. Therefore, purity did not hinder growth. It strengthened it.

Meanwhile, the sick came from every direction. People laid them in the streets, hoping that even Peter’s shadow might fall on them. Luke reports their hope without comment, and then he states the result. They were all healed.

The ministry of Jesus in the Gospels continues here through His apostles.

Filled With Jealousy

Next, Luke explains why the rulers act. The high priest and his associates were filled with jealousy.

Notice the honesty of that diagnosis. The Sadducees would have given other reasons. They would have spoken about order, doctrine, and the safety of the nation. Luke, however, names the real motive. The apostles had the people’s attention, and the rulers resented it.

Notice also the word “filled.” The believers were filled with the Holy Spirit. Ananias’s heart was filled by Satan. Now the rulers are filled with jealousy. In each case, whatever fills a person controls him.

Jealousy often hides behind respectable arguments. Therefore, when we find ourselves opposing God’s work, we should examine our hearts. We may object on principle while envy does the driving.

An Angel Opens the Prison

The rulers place the apostles in the public jail. During the night, however, an angel of the Lord opens the gates and brings them out.

The scene contains a quiet irony. The Sadducees did not believe in angels. Nevertheless, an angel undoes their work.

The angel also delivers a command. The apostles must go, stand in the temple, and speak to the people:

“…the whole message of this Life.”

That was the entire instruction.

Consider what the angel did not say. He did not tell them to flee the city or to hide until the danger passed. Instead, he sent them back to the most public place in Jerusalem, where the guards would certainly find them.

Therefore, God did not free them for their comfort. He freed them for their mission. Deliverance in Acts always serves the spread of the Word.

Notice, too, the lovely name for the Gospel. It is the message of “this Life.” Christianity is not merely a set of ideas. It is the announcement of a new life in the risen Christ.

An Empty Jail and a Perplexed Council

The apostles obey at once. At daybreak, they enter the temple and begin to teach.

Meanwhile, the full council assembles with great dignity and sends officers to fetch the prisoners. The officers return with a strange report. They found the doors locked and the guards at their posts. However, when they opened the cell, no one was inside.

Luke clearly enjoys the moment. The most powerful men in the nation sit waiting for prisoners who are already preaching a short walk away.

Yet notice the council’s response. The rulers are perplexed, and they wonder what will come of this. However, no one asks the obvious question. How did the men get out?

Once again, the leaders face evidence that should have stopped them. Once again, they press ahead. As we have seen repeatedly, unbelief is rarely a problem of insufficient evidence.

“You Have Filled Jerusalem With Your Teaching”

The captain brings the apostles in gently, because he fears that the people will stone him.

Then the high priest states the charge. The council gave strict orders not to teach in this name. Nevertheless, the apostles have filled Jerusalem with their teaching. Furthermore, he says, they intend to bring this man’s blood upon the rulers.

Three things stand out.

First, the high priest will not say the name of Jesus. He speaks of “this name” and “this man.” He avoids the word, yet he cannot escape the Person.

Second, he pays the apostles an unintended compliment. A handful of Galileans have filled the capital with their message in a matter of weeks.

Third, he worries about the blood of Jesus. Not long before, a crowd in that city had accepted responsibility for it. Now the leaders fear the guilt they once shrugged off.

The tragedy is that they misunderstand the apostles’ purpose. Peter does not want that blood to condemn them. As he is about to explain, he wants it to cleanse them.

We Must Obey God Rather Than Men

Peter answers for the whole group, and his first sentence states the principle.

They must obey God rather than men.

Notice the word “must.” Peter does not say that the apostles prefer to disobey the council. Nor does he claim a general right to ignore authority. Rather, he says that a higher obligation binds them. God has commanded them to speak, so they have no choice.

This principle requires care. Scripture teaches believers to submit to governing authorities, to pay what they owe, and to show honor. Peter himself will later write exactly that. Therefore, Christians do not disobey lightly, nor do they disobey merely because a law is inconvenient or unwise.

However, every human authority has a boundary. When a ruler commands what God forbids, or forbids what God commands, the believer must follow God.

Notice also how the apostles disobey. They do not riot, insult the court, or resist arrest. They came peacefully when summoned. They state their position openly, and they accept the penalty. In short, they refuse the command without despising the office.

A Prince and a Savior

Peter does not stop with a defense. As always, he turns to Jesus.

The God of their fathers raised Him up. The rulers, by contrast, put Him to death by hanging Him on a cross. Nevertheless, God exalted Him to His right hand as a Prince and a Savior.

Then Peter states why. God exalted Jesus to grant repentance to Israel and the forgiveness of sins.

Consider who is listening. Peter stands before the men who engineered the crucifixion. He has just named their guilt. Yet in the same sentence, he tells them that the exalted Christ gives repentance and forgiveness.

In other words, the apostles are not trying to bring that blood upon the council in judgment. They are offering the council mercy.

This is the heart of God even toward His fiercest opponents. He confronts them with the truth so that they may turn and live.

Two Witnesses

Peter closes with a statement about testimony.

The apostles are witnesses of these things. In addition, he says, so is the Holy Spirit, whom God has given to those who obey Him.

The Law required two or three witnesses to establish a matter. Peter supplies them. First, the apostles saw the risen Lord with their own eyes. Second, the Holy Spirit confirms their word through changed lives, bold speech, and mighty works.

The council could see both kinds of evidence. The men stood in front of them, and the signs filled the city.

The same double witness continues today. The apostles still testify through the pages of the New Testament. Meanwhile, the Spirit still bears witness in the hearts of those who hear.

Gamaliel’s Counsel

Peter’s words enrage the council. Luke says the rulers were cut to the quick and intended to kill the apostles.

Then one man stands up. Gamaliel was a Pharisee, a teacher of the Law, and a figure the whole nation respected. Later in Acts, we learn that he had trained a young student named Saul of Tarsus.

Gamaliel orders the apostles outside and urges caution. He reminds the council of two earlier movements. A man named Theudas once gathered about four hundred followers. After he died, they scattered. Likewise, Judas of Galilee led a revolt, and it also came to nothing.

From these examples, he draws his advice. The council should leave these men alone. If their work has a human origin, it will collapse on its own. However, if it comes from God, the rulers cannot overthrow it. Worse, they might find themselves:

“…fighting against God.”

The council accepts his counsel, and the apostles’ lives are spared.

Was Gamaliel Right?

Gamaliel’s advice deserves a careful evaluation, because Luke reports it without endorsing every part.

In one respect, he spoke more truly than he knew. No one can overthrow what God establishes. The next two thousand years have proved him right about the church.

In another respect, his reasoning falls short. Survival does not prove that a movement comes from God. Many false teachings have lasted for centuries. Therefore, we cannot test truth merely by waiting to see what endures.

Moreover, Gamaliel chose neutrality when the evidence called for a decision. He had the Scriptures. He knew about the empty tomb, the healed man, and the open prison. Yet he advised the council to wait and watch. As far as Scripture tells us, he never moved beyond that position.

Neutrality toward Jesus is not a safe place to stand. The claims of Christ require an answer.

Even so, God used this man. Through the cautious words of a rabbi who did not believe, the Lord protected His apostles. He can employ anyone to accomplish His purposes.

Flogged and Rejoicing

The council does not release the apostles unharmed. First, it has them flogged. Then it repeats the order not to speak in the name of Jesus.

This is the first time in Acts that believers suffer physical violence. A flogging tore the skin and left a man in pain for days.

Yet Luke describes their departure in remarkable words. They went on their way rejoicing that they had been:

“…considered worthy to suffer shame for His name.”

The phrase joins two things we normally keep apart. In their world, public shame was among the worst things a person could endure. However, the apostles regarded this shame as an honor. They had been counted worthy to share, in a small way, what their Lord endured.

Jesus had prepared them for this. He told His disciples that they were blessed when people insulted and persecuted them because of Him, and that they should rejoice.

They did not enjoy the pain. Rather, they rejoiced in what it meant. They belonged to Him so plainly that the world treated them as it had treated Him.

They Kept Right On

Luke ends the chapter with the apostles’ answer to the council’s command.

Every day, in the temple and from house to house, they kept right on teaching and preaching Jesus as the Christ.

Notice each phrase. “Every day” shows their persistence. “In the temple” indicates that they continued in public view, where the rulers could see. “From house to house” shows that they also worked personally and quietly. Finally, “Jesus as the Christ” shows that their message never changed.

The flogging accomplished nothing. In fact, it only confirmed their resolve.

The council had prisons, guards, and whips. The apostles had a risen Lord and a message of life. The rest of Acts shows which proved stronger.

The Wisdom of Jesus in the Formation of the Church

In this series, we keep asking what each passage reveals about the wisdom of Jesus in forming His church. This long passage displays that wisdom at several points.

He grows the church through holiness. After the judgment on hypocrisy, more believers come, not fewer.

He frees His servants for mission, not for ease. The angel opens the prison and sends the apostles straight back to the temple.

He teaches His people the limits of human authority. As a result, the church knows when it must obey God rather than men.

He shows them how to disobey rightly. They refuse the command, yet they remain peaceful, open, and respectful.

He uses unlikely instruments. A Pharisee who never believed speaks the words that save the apostles’ lives.

He turns suffering into honor. Consequently, a flogging produces joy and not retreat.

The Lesson for Us in 2026

1. Do Not Fear That Holiness Will Shrink the Church

A church that takes God seriously attracts those who truly seek Him.

2. Watch for Jealousy in Your Own Heart

We can oppose good things for reasons we would rather not admit. Therefore, we should ask God to search us.

3. Know Where the Line Is

We honor our leaders and obey the law. However, when any authority forbids what God commands, we must obey God.

4. Refuse Without Rage

The apostles disobeyed calmly and accepted the cost. Likewise, our manner should commend our message.

5. Do Not Settle for Neutrality

Gamaliel waited to see what would happen. Jesus, however, calls for a decision.

6. See Suffering for Christ as an Honor

Shame for His name is a mark of belonging to Him.

Final Reflection

Follow the apostles out of the council chamber.

Their backs are bleeding. They have spent a night in jail and a morning on trial. The highest court in the land has just ordered them, for the second time, to keep silent about Jesus.

And they are rejoicing.

Where Their Joy Came From

That reaction makes no sense unless something had changed in how these men saw the world.

Only a few weeks earlier, the same men fled when soldiers came for Jesus. At that time, they could not bear the thought of sharing His fate. Now, however, they count it a privilege.

What happened? They met the risen Christ. They saw that the Cross led to glory. Moreover, they received His Spirit. As a result, they understood that suffering for Jesus is not a sign of His absence. It is a sign of belonging to Him.

Most of us will never face a flogging. Nevertheless, we know smaller forms of the same shame. A coworker rolls his eyes. A relative mocks our faith. An opportunity closes because we will not compromise.

In those moments, we usually feel embarrassed or resentful. The apostles show us another way to feel. We can thank God that He has counted us worthy to bear a little reproach for the name of His Son.

When Obedience Has a Price

Now consider the sentence that started the conflict.

“We must obey God rather than men.” — Acts 5:29 (NASB)

It is easy to admire those words from a distance. However, the apostles spoke them with the whip in view. For them, the principle carried a price.

We should be careful with this verse. People sometimes quote it to justify stubbornness, bitterness, or contempt for anyone in authority. The apostles did none of that. They obeyed the rulers in everything they could. They answered respectfully. They resisted only at the single point where God had spoken clearly.

Therefore, before we invoke this principle, we should ask two questions. First, has God truly commanded what I am being told not to do? Second, am I prepared to bear the consequences without hatred?

If the answer to both is yes, then we may stand where they stood.

They Never Stopped

Finally, look at the last verse of the chapter.

Every day, in public and in homes, they kept right on teaching and preaching Jesus.

No threat had worked. No punishment had worked. The council had run out of ways to silence them, short of killing them, and that would not work either.

This is the quiet persistence that changes the world. It does not depend on favorable conditions. It simply continues, day after day, to speak of Christ.

The rulers feared they might be found fighting against God. The apostles knew they were walking with Him, and no prison, court, or whip could make them stop.

So the question becomes:

When following Jesus costs me approval, comfort, or opportunity, will I resent the price, or will I count it an honor to suffer for His name and keep right on speaking about Him?

Suggested Reading

Jesus Before the Sanhedrin: When the Judge Was Judged (Luke 22:66–71)

Does Your Faith Allow You To Stand Firm In The Face Of Difficulty?

Jealous rulers jail the apostles, an angel frees them, and the council puts them on trial.
